U.S.S.A.C. threat: When there's no lesson, there's no test PISA

United Education, Science and Culture Union ( USAK) have warned state institutions that if they do nothing to meet their demands, then they will start unless there is education, there will be no test P ISA. “SBASK seeing that in addition to statements by responsible ministers and institutions [...]
“SBASK, seeing that in addition to the statements of the responsible ministers and institutions yet not a single concrete action issues this timely alert to the Government, institutions and broad opinion to engage now in fulfilling our membership requirements and not expect 13 April to find us in this situation because time is going and let everyone know that when there is no lesson in the strike, but there is no test PISA” says in the SBASK communiqué.
Full communication:
The SBASK, seeing that state institutions are doing nothing to realize legitimate requirements, began with syndical actions starting with a one-hour strike, then a two-hour strike and a one-day education strike, giving time and space between union actions to function in concrete terms. The SBASK also debated the current situation at Congress 7 and delegates unanimously released Resolution for union action, which tasked the chairman and chairmanship, so that unless there are concrete actions of institutions, neither after the one-day strike, to be reached on April 13th on the general and indefinite strike, this strike will continue until the end of membership requirements.
During all this time, the institutions, the responsible ministers of the Haradinaj Cabinet, have not taken a single concrete step except that they have tried to blame someone else. Minister Hamza, through statements from his cabinet, says they are not against the Law for the status of Albanian Education Workers of the Republic of Kosovo, but that the Ministry of Education or Labour and Social Goodwill need to take action to meet the legal criteria of this law, and then he will get the approval even from the Ministry of Finance and will be transferred to the Government and Parliament. On the other hand, Minister Bytyqi repeatedly claims his ministry has done the right job about this bill.
Minister Hamza must meet with the two ministers mentioned as being in the same cabinet and jointly work on overcoming any shortcomings and the law going to Government and Parliament. Minister Bytyqi needs to know that he has not done the law because it is done when the law gets the green light in Government and then goes to Parliament, and even there the Minister Bytyqi has to present and answer the parliamentary questions of MPs. So Minister Bytyqi's obligation to this law is carried out when the law is voted in Parliament. The only one who has committed to this law is the SBASK because it has worked with all knowledge and possibilities of drafting the Bill and is making great commitments that either through dialogue or through other means allowed to influence the issue to be resolved.
SBASK, seeing that in addition to the statements of the responsible ministers and institutions yet not a single concrete action issues this timely alert to the Government, institutions and broad opinion to engage now in fulfilling our membership requirements and not expect 13 April to find us in this situation because time is going and let everyone know that when there is no lesson in the strike, but there is no test PISA.
This alert, which has the best purpose, except for institutions, let some “vajica” and broad opinion and guide their commitments and reactions to institutions, demanding that the issues be resolved now and not expected 13 April because things as they are now will mark the start of an indefinite general strike in the entire Kosovo educational system.
