Special Court in Recent Steps but What happens if it doesn't work this year

For Periscope, the chairman of the Kosovo Bar Chamber, Osman Havolli, says the appointment of Kosovo lawyers from the Specialised Chambers shows that very soon the proceedings in court will begin.

The fact that we have now reached the final issue and the appointment of lawyers and lawyers from the Republic of Kosovo appears to be the latest signals that The Hague Tribunal will soon start processing cases in court”, Havolli said.

Havolli claims that Kosovo lawyers' interest in being part of this process has been considerable. He believes that with the publication of these lists, the other lawyers' interest in the application will increase.

According to the OAK chairman, the case of the attorneys' application is open and the Special Chamber Secretariat is in constant contact with the OAK and every time is in the case of treating lawyers.

We've received official confirmation from the Special Chambers that 39 lawyers have been registered on this shift, of which we have 18 locals and 16 internationals. This is a list that prioritizes lawyers who are registered to The Hague Secretary of Tribunal and are potential lawyers to represent and protect the parties in criminal procedure”, he stressed.

But Havol indicates that at the moment of the attorney's entry on these lists, the Special does not take over anything. No visa insurance.

He says the Tribunal can create facilities, but not receiving possible obligations to lawyers.

Even the executive director of the Fund for Humanitarian Law in Kosovo, Bekim Blakaj, claims it is time to publish the first acts of The Hague Tribunal by mid-year.

I'm thinking that if this doesn't happen this year, then I'm definitely going to lose the image and status Special Court. So of course if not soon, at least in the middle of this year we have to have the first charges, otherwise it can be seen as a subsidiary of this court before starting work”, he said.

Blakaj believes that Kosovo's Specialised Chambers are being prepared even though there is no warning that soon there will be charges.

Importantly, according to him, is to establish a registry of potential lawyers that will protect the accused, or represent the victims in the judicial process before the Specialised Chambers.

He says procrastinating up until now of the work of Specialised Chambers, especially the resignation of prosecutor David Schwendimann, is disturbing.
