According to the source of this newspaper, this Washington document, with an emphasis on geopolitical note, has to do directly with Kosovo's status and which can largely determine Serbia's strategic direction.

* Provides that the Association of Serbian municipalities gets broad executive competencies and expanded competencies in the field of health, education and culture
* The association would be institutionally linked to the deputy prime minister of the Kosovo government, which would come from the ranks of Serbs and would practically be controlling its work and exercise of authority
* From Belgrade expected to enable Pristina membership in international organisations
* If the Serbian side accepts this package, Serbia will be allowed membership in the European Union, while the US would guarantee broad economic and diplomatic support in the international political arena
“Novosti” says their diplomatic circles estimate that this step of America has been taken because they are dissatisfied with Brussels inert when it comes to the Kosovo issue.
Also, in the context of the increasingly informal options on the division of Kosovo and Metohija, Washington's administration does not allow Belgrade as well as de jure to take the north, because it would create an increasingly formal buffer zone between Bosniaks and Albanians, their trusted allies, while Serbia would take control of Kopolonik and Zubin Potok, which are important strategic points (4)x1>, writes the newspaper Kohanet.
Of course, this proposal, according to Novosti, has the other side of the medal, as Vucinqi's back puts a huge responsibility.
It is not random that the first address of this package is [Serbia's] head of state, as it is about the most convincing political figure in the country. For this reason, the above-mentioned congregation already raises a question: what if Belgrade and President Vuciq reject the ideas of the non-commercial forces?”, asks “Novosti”.
According to the Serbian media, the first consequence would be blocking Serbia's Euro-integration process, subsequently losing the chance to join the EU. The other risk factor, as this paper estimates, is “the loss of foreign direct investments, primarily from EU states, which would be a serious blow to the Serbian economy, which is slowly raising its head”.
