After the United Education, Science and Culture Union (SBASHK) announced that tomorrow (Monday, 12 March) all educational institutions will be on strike one day, the Finance Ministry clarified that there is no money for implementation of the Law for Educators of the 1990s.
The Ministry of Finance, as often as any other time, cannot provide approval for a Bill that does not respect the budget Law procedures, the Law for Public Finance Management and Awareness and other documents to power”, the communiqué to the media says.
Meanwhile, during today the SBASK has turned to parents for 12 March not to send their children to school because this day there is no lesson because of the strike.
Finance Ministry announcement:
The Ministry of Finance for the sake of correction informs and clarifys all education workers and public opinion about the issue of the Law on the status of Albanian Education Workers of the Republic of Kosovo for the 1990s has addressed in the framework of requests with the highest priority within the Ministry of Finance in order to give support to the realism of all rights derived from this bill for all Albanian education workers of the Republic of Kosovo for the 1990s.
To that end, on Friday, March 09th, 2018, Finance Minister Bedri Hamza has hosted the SBASK chairmanship with his staff, where he has informed them during the meeting that the Finance Ministry supports the requirements and the Bill, but the procedure to proceed further needs to be revised as defined in Article 18 of the Budget Law for 2018 by No. 06/ L-020 and Article 26 of the Public Finance Management Law and Advisers No. 03L-048, where it is expressed that no minister or any other institution can proceed to the Government or any new investment framework or to propose an approval bill unless it has previously resolved the issue of fiscal implications for the fiscal year, respectively, it has not been envisioned under budget laws.
That's why the Ministry of Finance has asked the SBASK and the postal ministry to comply with legal procedures during the government Law proceedings, as required with provisional legislation including its financing so the bill is legally completed before going to the Assembly. To inform the project is not finalised unless it has been drafted and then not followed by the requirements of the Law before being submitted for approval.
So, once again through this communication, we call on SBASK and Projector to proceed to complete procedures in accordance with legal provisions before being approved in Government.
The contrary or as required today, they will make the Law incompatible from which any other organ will be formed from the Parliament to the Constitutional Court, on procedural issues.
The Ministry of Finance as well as any other time on this occasion cannot provide approval for a bill that does not respect the budget Law procedures, the Law for Public Finance Management and Awareness and other documents in force.
