This findings have emerged from the assessment report of three experts committed by the European Union in September last year to assess Kosovo's capacity in the fight against these two phenomena.
The report, a copy of which is owned by “Koha Ditore”, has been handed over to officials of Kosovo's justice institutions, including the Ministry of Integrations several days ago. This document is considered internal and is not accessible to the public.
Experts' remarks have focused on the lack of harmonisation of laws with those of the EU, with challenges in the investigative and judicial procedure, with the lack of professionalisation of prosecutors and judges, lack of capacities to the lack of independence of this system as a whole.
Experts Maurizio Varanese, Theo Bil and Chemelia Bogdan have done it through analysis of cases that have been handled during the phase of investigation, persecution and trial, until the almighty act. Several meetings have also been held with the heads of the justice system institutions.
