Association could jeopardise Kosovo state stability

Albanian parties in the Kosovo Assembly cannot vote to vote for the demarcation. They also need the votes of Serbian deputies to ratify the agreement. In addition to the Association of Serbian municipalities, Serbian MPs reportedly have set the stage for the formation of a new municipality. It is pre-represented for this municipality to include April villages, Plemet, Babin Most and Grace, which are already part of the municipality of Obilic and Vushtrri.
Such demand, according to International Law Professor Mazlum Baraliu, comes from Belgrade through the Serbian List. In a pronomation for “Index” he mentioned Martti Ahtisaari's plan, part of which the decentralisation was. Baraliu, in this case, has indicated that this very decentralisation has brought much harm to Kosovo.
In this respect, Baraliu has said that neither the Constitution can be changed since minorities allow no change in their guaranteed rights.
“I think that with decentralisation in Ahtisaari's plan, Kosovo has lost much, even though that plan has never been conceived, is static and unchanged. This should be seen if it's working well, if not intervened. Meanwhile, the Constitution in this respect cannot be changed because there is no reconciliation from minority communities, all communities have been determined not to touch anything in their guaranteed rights”, he has said.
Baraliu has indicated that the leaders and representatives of the people should think carefully about how to proceed. He has issued dilemmas that a new municipality could jeopardise Kosovo's functionality and territoriality.
Thus, Baraliu has added that Serbs should also think about whether they want to integrate into a common society.
“These municipalities are added to the Association, and if added to another municipality, they will have links and if this endangers Kosovo's functionality and territoriality, I think it would have to be well thought and clearly stated and revised decentralisation. The citizens of these communities should also think that if they want to integrate into a common society, and should not create asymmetric, ethnic presidants that endanger the functionality and future of this country”, he said.
