Can NATO punish Kosovo for the Army? Ramadani reveals what their officials said at meetings

NATO Secretary General Jens Stoltenberg stated days ago that actions to transform the KSF into the Army come at a wrong time.
Stoltenberg had even said that this action “bie contrary to the advice of most NATO allies and that the same could have serious consequences for Kosovo's future in Euro-Atlantic integration”.
But KSF Deputy Minister Burim Ramadani has said in Klan Kosova that this official stance of NATO is 2014, and as such, it cannot be changed at the moment.
I've led a joint process with the Ministry, The KSF, General Nundman Rama, with whom we have had an extremely broad engagement in what we call an information campaign document, information and co-operation”.
We have certainly targeted and intended to reach all NATO states, so far we have achieved a large number of NATO states to provide this aspect of information and communication”.
We've stayed at NATO headquarters where we've been communicating approximately 16 states”.
“We need to understand the position of both the NATO Secretary General and NATO as an organisation because it is currently impossible to take a different approach”.
The “position is 2014, meanwhile, is impossible to change the position because of non-recognitional states because in NATO, each state has the right to veto”.
Ramadani has said that in NATO nobody is surprised at the decision to transform the KSF's mandate.
Even according to him, NATO cannot even punish Kosovo for such a step.
What is extremely important is that no one in NATO sees this as a surprising decision because they have been informed of all the details and plans for further steps.
“NATO is not in a position to make a punitive decision on Kosovo”.
“Nor does it have the attitude to prevent change of KSF's mandate, but there is no room to make a decision on punishment, on consequences to Kosovo, because to make a decision on the consequences to Kosovo, 29 member states should vote for those consequences”.
“It is clear that inside NATO most of the overarching states use veto because they're at the side of this transition process that we're talking about for the sake of correctness of the long process of transition”.

But KSF deputy minister has said that in all meetings with NATO there have been constantly “green”
