Kosovo's young will be in the group together with Holland, Slovenia and Wells, writes Indexline.
While Albania is in a group with Portugal, Ukraine and Georgia.
Kosovo will host the matches from 9-15 October next year, while Albania from 13 November-19 November.
The first two in each group, along with the four third teams with the best records, will join Spain and England in the elite round in March 2020.
