Kosovo-Albania agreements, scepticism for Their Implementation

The town of Pec became the fifth host of meetings between the two Albanian governments, Kosovo and Albania. After Prizren, Tirana, Pristina and Korca many agreements were signed and at the Dukagjin helm. However, besides media trumpeting and formally on paper signings, the concrete results of these agreements, memorandums, and protocols are being seen as difficult to reach, given the failure to implement preliminary agreements.
The great enthusiasm of the two prime ministers, Ramush Haradinaj and Edi Rama, during the signing of these agreements, also hopes to see it implemented in practice, the chairman of the Kosovo Economic Oada, Berat Rukiqi.
Rukiqi, says the past practice of failure to comply has made all more sceptical that there will be concrete movements in their realisation. While stressing that what should be key between the two governments is to have the will to implement agreements.
“The past practice of not implementing agreements businesses and others has made more skeptical about the realisation of these agreements in practice. So, to facilitate, this trade case, investment between the two countries. When an agreement is not implemented, it's just a lack of will. The two countries really, Kosovo and Albania are not very commendable in terms of law enforcement. We don't need that on certain issues with no agreement, the elimination of barriers is almost under-understandingd. What needs to be returned in this respect is the will on both sides for implementing the” agreements, Rukiqiri tells Kosova Preress.
The Commission's deputy chairman for Board and Finance, Safete Hadergj street, has indicated that the two governments must take these agreements very seriously so that they do not remain unmet, as it says the problem is standing in the two governments.
According to her, prior to new signatures she had to become a more literal analysis of why the preliminary agreements are not being implemented.
The MP, Hadergjona, considers these meetings should sometimes be made for media shows.
These agreements are very important and I want both governments to take this matter very seriously, not to remain written on paper and unerring. I would have wanted before this government meeting is held an analysis of the agreements signed at previous meetings of both governments and come to the conclusion that why some agreements have not been implemented so far, there will be an analysis on both sides... the problem lies with the two governments of the Republic of Kosovo government and the Government of the Republic of Albania. Any agreement that is signed and binding on the ministry to implement its agreement... I wouldn't want it to be for media show, sometimes we need it and this media show”, says Hadergj street.
On the other hand, Albania's ambassador to Kosovo, Kemal Minxhozi, has said that despite some impasses that have not implemented preliminary agreements, these are expected to be resolved next year.
According to Minxhozi, next year there will be more concrete achievements. Because, as he says, the last gathering is what will produce more results.
The coming “Viti must be the year of a big turn, I say this year in view of Albania- Kosovo has been the most successful. We have had about 200m euros in exchange, it is an increase compared to the past years. But we think of moving ahead. I am faithful that next year we will have more achievement... this will be the meeting with the results of all government”, Minxhozi said.
Otherwise, a few days before Flag Day, eight new agreements have been signed, in which according to the two states will strengthen their co-operation.
