But Recica says it is early to say how much this process will cost the state budget.
I actually think it's early to talk about the budget because we're in the initial phase. Only after the test is started to see which groups will be affected, which groups will be supported, then will come to the cost of additions for children, so the cost is later known”, Recica told EO.
“As Minister of Labour and Social Management, we are within the country's pension system and with the concept -- documents expected to be approved by the Government, and next year we will have the draft pension work law”.
Two laws will appear in the document: The unique law on pension and the Social Insurance Law from which the fund for social insurance will be established, and this is a innovation for the security system in Kosovo that we still don't have a full social insurance system, which is actually the basis, the framework of a state that will have social justice as a priority and under the fund for social work will cover some of the schemes from that fund, which will determine what the contribution of employers and employers will be to the creation of that fund, and one of the schemes designed to be financed by social safety fund in the future and parenting of the parents or the additions we call for the Rech.
The “for now we have the concept of reform that will take place, the draft law will be drafted over the next year that of course there will be deeper clarifications as the resolution adopted in Parliament leaves responsibilities to the Labour Ministry”.
When he spoke of classification, he has clarified that this issue too remains to be clarified in drafting documents next year.
Other documents that will precede the start of the children's additions, also include classification and other issues dealing with other documents during their drafting and operation”.
On 7 November, with 61 votes, 1 against and 2 abstentions, the resolution on the additions of children has been adopted in the Kosovo Assembly.
