Tens of former members of the KLA's disabled KPC blocked this ministry, after one of the two pensions that had benefited until this month had been stopped.
They have asked the minister to return pensions, KTV reports.
Minister Recica, surrounded by his staff and members of police, has argued that they have only implemented a recommendation of the National Auditor's Office until he has promised to commit to resolving the issue.
However, according to representatives of former KPC members, double pensions are not illegal, until they have warned that the upcoming protest, if necessary, will be more organised.
During this protest has also been warned of the formation of a state inter-institution commission for harmonising legislation on these categories.
The National Auditor Office, for several years in its annual report on this ministry, has seen the separation of double pensions as illegal.
Last year alone, the value of financial error from this practice had reached 701 thousand euros, until KTV last month reported that in the last three years the wrong payments for double pensions, employment pensions and those who have died amounted to over 4m euros.
