Trade ministry regains competencies for oil quality control

Even the ministry has finalised administrative instruction.

Through this instruction, the control of black gold passes from the Kosovo Customs to the inspection troops operating within the ministry.

Trade Minister Andrew Shala says he is doing this with the consent of the Ministry of Finance.

But they have denied it at the Ministry of Finance.

Through an electronic answer, they have said that they are unaware of the instruction and that control is being done in harmony with the laws in power.

“So far we don't have any decision or legal direction from the MTI that it will become a return of competence in import for controlling its oil quality and derivatives from Kosovo Customs to the Department for Oil Market Adjusting in the Ministry of Trade and Industry. Furthermore, Dogana is continuing her work according to MTI's 2017/01 Administrative Guide for Documental Control of Conformity and the taking of physical samples on a daily basis of 3-6 per cent, as defined in Administrative Guideway”, said Muharrem Shahini, director at the Office for Communication with the Public at the MF.

But Shala argues about taking responsibility with laboratory capacities, which, according to him, does not possess customs.

Nor are they at the Oil Association, reports Ktv.

The head of the association, Fadil Behrani, has said they are in agreement with this change since customs is failing to control oil enough.

Black gold is the product which year after year has marked import growth.

But the same continues to be misused and to be one of the greatest environmental pollutants.
