Reforming Administration Condition for Macedonia's Integration

These comments follow the clarification of the Ministry of Informatic Society and Administration for the realisation of reforms in this sector, with the parameters of lowering the number of institutions, as well as some management, in order to reduce spending on public administration.
Damjan Mancevski, who heads the dictatorship of the Informatic Society and Administration, has pledged that administrative workers will not be removed, but they will be displaced to respective institutions in order to increase the quality of service for citizens.
Experts in public administration issue say reforms in administration, despite the expansion of many government action plans, which from state independence remain at large due to policy intervention during employment.
Saliu, a university professor, says the administration in Macedonia needs investments in professionalising the framework in the function of establishing quality of services.
“should be placed emphasis on training officials in administration as it is noted for its advanced age. More training should be organised, primarily for technology use skills, to facilitate citizens and business companies' access to administrative services, as the developed world has almost digitised all administration services”, Saliu estimates.
On the other hand, Temelko Ristevki, the Public Administration's legalist at Skopje's FON University, tells Radio Free Europe that laws regulating administration work are good, but they are not implemented, according to him, just as a first step to implement the merit system.
I think that the merit system should urgently be implemented and in the administrative hierarchy, managers will be placed on the basis of their professional preparation, respectively, qualities to which they access and approach the commitments they undertake. The administration will be efficient only in the event the right people are placed in the right place”, says Ristevski.
The public administration has been constantly criticised by the international factor precisely because of policy intervention during employment in this sector, as well as the large number of employees.
Macedonia's administration numbers about 130 thousand people in 1,299 state institutions.
