Former Deputy Minister of Regional Development Musa Cenna demanded large bribes to private businesses so that these would benefit government grants.

The three suspects, according to criminal speculation provided by the newspaper “Zer”, acting in co-ordination have demanded bribery from the injured African Berisha, owner of the company “Bylmet KS” on the case of grant application to the Agency for Agriculture Development, writes the newspaper <x4Zeri” away.

The injured Berisha, acting according to procedures for application in the grant process, has contacted the consultant company “Gentle Research”, with suspect Hazer Shehu, owner of this company, which had compiled the business plan worth 400 thousand euros worth of business, with 50 percent of that value required support from the Agriculture Development Agency (AZHB).

In addition to this speculation, suspect Hazer Shehu reportedly filed a bribe request on October 12th 2018, at the meeting they had had with the injured African Berisha at the “Mrika” cafe. After suspect Hazer Shehu had prepared the business plan for the company “Bylmet KS”, he went to the owner of this company and told him about the offer that Deputy Minister Musa Cena had made to him.

The latter had demanded from other suspect Haser Shehu that the sooner he hands over the money, since otherwise he would refuse company grant “Bylmet KS”.

Bribery Pressures

The two suspects -- Deputy Prime Minister Musa Cena and the head of the Agriculture Directorate in Rahovec Nusret Shala -- had repeatedly pressured the other suspect, Haser Shehu, owner of the consulting company “Gentle Research” to receive the money from damaged Africa Berisha, owner of the company “Byli KS”.

So under pressure from Deputy Prime Minister Cena and other suspects Nusret Shala, the third suspect, Hazer Shehu, had met with the injured African Berisha, where he had told her of the value Cena and Shala were looking for. But the owner of the company “Bylmet KS” had declared that this amount was huge, and this was forwarded to Shala's Cenna via suspects Hazer Shehu. The meeting between the suspects had continued, but now at “Hertta Center” in Fushe Kosovo, where Nusret Shala had told Hahu that he agreed to drop the bribe from 30,000 to 25 thousand euros. This payment was even allowed to be made in two installments, the first tranche worth 15 thousand euros was scheduled to take place by October 18th of this year, while the amount of 10,000 euros would be made after the contract was signed.

But on October 20th, Saturday, the Directorate for Investigation of the Economic Crimes of the Kosovo Police, acting under Prosecution and Prosecution Court, such as the warrant for wiretapping telecommunications, the warrant for videoisation in public and private places, had been conducted, where attorney Africa Berisha acted under police monitoring had handed Hazer Shehu the money worth 15 thousand euros.

Before the meeting began between suspects Hazer Shehu and the injured African Berisha, two other suspects, Nusret Shala and Deputy Prime Minister Musa Cena, had called suspect Hazer Shehu, asking whether the 15 thousand-euro payment would take place that day, 20,10.2018. The meeting between suspects Hazer Shehu and the company's owner “Bylmeti KS” was held at the “Kaffene na Neme” in Pristina, under police monitoring. But during this meeting the suspect Shehu had asked the injured African Berisha that the money be handed over to his office. After the money was handed over to his office, police had been deported, and 15 thousand euros had been found during the search at Hazer Shehu's office. Following police arrest, the suspect Shehu had agreed to co-operate with the police, showing that the money worth 15 thousand euros was intended to hand over other suspects Nusret Shala, and that case he had admitted that under police supervision to hand them over to Nusret Shala.

Meanwhile, the prosecution is convinced that there is enough evidence to increase the indictment in this case.

Berisha: Prosecutor is expected to be appointed during the week
