Haradinaj has also said that Serbia's president, Aleksandar Vuciq, does not have the courage to show the Serbian people that Kosovo's life is not dependent on Belgrade.
Haradinaj has made these statements in an interview for A1 television in Montenegro, while commenting on Vuciqi's statements about forming the Kosovo Army.
The prime minister has said that Vuciqi's words that the formation of the Kosovo Army will have tragic consequences are only propaganda of Serbia.
Haradinaj on this visit to Montenegro has also met with Austria's Chancellor Sebastian Kurz, and also Montenegrin Prime Minister Dusko Markovic.
He and both counterparts have discussed recent political developments in the Republic of Kosovo.
