The task of Leader of the Private Education Division in August, Saranda Ceku, said that the licensing and re-licensing of these gardens has occurred because the relevant commission for licensing is not working.

“Locally licensed gardens with currency licenses are 67, while in the process of licensing and relicancement there are 55 gardens of private pre-school institutions. There are obstacles to the prosecution of these subjects due to the failure of the licenses and re-licensing commissions, said Ceku.

Under administrative instruction, gardens have no right to work without a license. While there are such ones who for years work without license, due to the impasse in procedures on the part of commissions by the Ministry of Education, Ceku stressed.

Even a garden that is not licensed is not allowed to work. It is administrative instruction that regulates the issue of licensing and relicance of private pre-school institutions. One of the criteria in this instruction is that since institutions are equipped with more licenses, then they can continue working as private institutions licensed”, she said.

The failure of commissions to visit gardens that have applied for licensing and relicensing is forcing dozens of gardens in Kosovo to work illegally.
