The White House announced shortly before the talk Tuesday evening. The president announced the decision in his speech:
“in the past, we have without reason released hundreds of dangerous terrorists who have returned to the battlefield, including the leader of I SIS, al-Baghdad. So today I am making another promise. I just signed a warrant that instructs Defence Secretary Mattis to review our military detention policy and keep the detention facilities open in Guantanamo Bay,”, the president said.
