President Thaci's office had made another move on the night of 22 December, when the three state leaders tried to abolish the Special Court founding agreement. They were drawn back after the strong opposition of US Ambassador Greg Delaway and British Ruari O'Connell.
But, a president's office announcement on the Public Procure Regulatory Commission shows that another significant development that links with President Hashim Thaci's image had occurred on December 22nd.
The announcement shows that on that day over half a million euros of citizens' taxes have been made ready to spend to improve the image of President Thaci, who is allegedly charged with war crimes by the Special Court.
The presidency had announced the winner on 22 December the “Ballard Partners”, led by Brian Ballard, a lobbyist close to US President Donald Trump.
According to the presidency's announcement, the contract between the state of Kosovo and Brian Ballard company weighs 517 thousand and 198 euros.
The company is obliged to provide consultancy services for the Kosovo President's Office. The contracting announcement indicates that the contract between the parties is set to be signed on January 15th. This document also shows that this company has been declared the winner of the tender on December 22, 2017.
The document shows that there has been no open tender for lobby engagement. Ballard's company has been the only contender, through negotiated/closed procedure.
But what is the company account “Ballard Partners”?
The company is based in Florida and its president is one of President Donald Trump's closest men.
Brian Ballard is one of the main fund collectors for Trump's presidential campaign. After Trump's victory, the company has opened office in Washington as well and has scored successes in signing lobbiing contracts with subjects that want to get closer to Trump administration.
Likewise, Ballard is known as the man who has raised the most money to organise President Donald Trump's inaugural ceremony.
