Earth for construction of the “New Kosovo” will cost the company only 10 euros “Contour Global”

This sum is predetermined in one of the contracts signed between the Government of Kosovo and the American company “Contour Global”, which is published by the Ministry of Economic Development.
Under the agreement to transfer the location of the “New Kosovo plant”, Article 3, paragraph 1, Kosovo Energy Corporation (KEK) will be obliged to sell “Contour Global” (GenCo) the plant's location for only 10 euros.
The set price of 10 euros is symbolic, as from the start it is pre-priced for the investor to secure land for thermal construction.
KEK can even be forced to expropriate private properties if there are those at the location of the new thermal power plant.
According to the same article under this agreement, KEK takes over to eliminate any legal barriers that the property (location) may have before being sold “GenCo”.
Moreover, KEK is obliged to grant the right to exploit certain properties exclusively “GenCo”.
These properties are located near the location where the thermal plant “New Kosovo will be built.
Among these spaces that “Genco” will have the right to exploit is the railway system, which is exploited by thermal power plant “Kosovo B”.
However, Article 5 of this agreement envisions the right to withdraw from KEK's obligation to sell location or to grant use rights. But, if KEK gives up, prior obligations are in advance.
The Ministry of Economic Development has published 8 commercial contracts signed for the Kosova e Re thermal power plant.
The deal with the company that will finance and operate with the thermal power plant sets the foundations for the finalisation of this project, but until the start of construction there are several phases to be finalised.
By the end of this year, financial closure is expected to take place, which should also receive the approval of the Kosovo Assembly for the part of the guarantee the Government of Kosovo is expected to issue on credit taking.
A tender procedure is expected to take place during the year, to be led by the American company, the selection of the company that will build the thermal power plant.
