Officials say there will be further funding requirements when Hurricane Harvey's full impact is recognised.
Some residents are allowed to return to their homes, but flood waters are still on the rise in other areas. Trump will visit the state for the second time on Saturday.
The storm hit Texas a week ago, causing devastating floods. It has caused the deaths of at least 47 people, and about 43,000 people are currently located in shelters.
In a letter to House of Representatives Chairman Paul Ryan, White House budget director Mick Mulvaney warned that failure to establish the US debt ceiling could undermine recovery efforts.
