Although the Law on Local Self - Powers gives municipalities a series of personal competencies, many of them are not fully realized. In this report, the GAP Institute has analysed how many municipalities actually have competencies in local economic development, municipal property management, waste management, water supply, environmental protection and other public services.
The report offers some recommendations on how to avoid the current practice of alienating the municipal's personal competencies from the central level.
