However, according to Kosovo analysts, the only change that will happen again this time is the eventual shift of a mayor to one or the other municipality, but not even governance. They even say that these engines are just an attempt to deceive voters rather than bring about any change, the voice-info broadcasts.
Lulzim Dragidela, professor at the Department of Social Labour at the University of Pristina, says all parties think about their election programmes. But in Kosovo, he says he does not distinguish those programmes, whether at the central or municipal level.
