According to DnV, the division of power between political subjects and coalitions to lead the state has gradually increased the number of ministries from mandate to mandate, creating unnecessary governmental dictatorships.

DnV recommends reducing the number of ministries, as well as re-organising others, in order to make relief for the country's budget and save public money.
According to the organisation, the Government of the Republic of Kosovo stands behind the governments of the region even more the involvement of women in the government -- with only two women appointed as minister.
