Opening a series of reforms, Emmanuel Macron proposed greater co-operation in security and in the fight against terrorism.
Macron came to power in May, promising to strengthen the eurozone and deepen EU integration prior to Great Britain's departure from the bloc.
But his plans face new obstacles following Sunday's federal elections in Germany, with the establishment of the Eurosceptic party, Alternatives to Germany.
The nationalist AfD won the first seats in the German parliament, until Angela Merkel re-elected, winning the fourth term as Chancellor but the lowest support.
In a big speech at the University “Sorbonne” in Paris, Macron said he wants the European Union to increase the defence system and this autonomous capacity for action through a joint military force.
He called for a separate defence and common policy budget and said a European academy for training seems to be established.
