And with the change of Administrative Guide, which was favouring private colleges has not been hired by the director of the Kosovo Education Centre, Dukagjin Popovci. According to him, this Administrative Guide has been unnecessary, as he considers equal treatment of all students to be a legitimate right.
“Under normal conditions, there would be no need for a particular Administrative Guide as equal treatment before the Law is a guaranteed right, but, in practice, there has been uncertainty and arbitrary elimination from candidates' competitions with diplomas from private institutions”, Popovci told “Gazeta Blic”
But despite this Administrative Guide, which made the diplomas of those students who qualified for teaching from private and public institutions, Popovci stresses that it remains in the hands of employers to select the best job candidates.
“It remains the right of employers to select the best candidate for a job, but this must be done legally, not with arbitrary eliminations from the contest”, he said.
On the other hand, the CAK director has clarified that the Law on Higher Education, which has been in effect since 2002-2011, has also allowed private institutions to prepare teachers, right which he has guaranteed only for public institutions the Law on Higher Education, which is in force since 2011.
“The Law on Higher Education, which has been in force since 2011, allows teaching programs to be developed only by the public institutions of higher education. However, the law, which was in effect in 2002-2011, has allowed private institutions and many of those programmes have been accredited by the Agency of Accreditation. Therefore, those programmes should also be treated as equal to programs offered by public institutions, and that is the meaning of this administrative instruction.”, he declared.
In this direction Administrative Guide explains that its goal is to define the conditions and criteria for the Private Higher Education Barts, the fulfillment of which leads to ensuring the validity of research programmes that have been accredited and licensed before the introduction of the High Education Law to the Republic of Kosovo “No.4/L-037 date 9 September 2011, and equal treatment of their diplomas, degrees and qualifications, with the same programs offered by the Public Institutions, whose research programs lead to teaching qualifications“, said in this direction.
The change of Administrative Guidance has been made public on the official website of the Ministry of Science and Technology during the time it had been the acting minister of this dictatorship, Arsim Bajrami.
This administrative directive has entered into force from February 23rd this year, seven days after it was signed by former minister Bajrami.
