As disagreements between political parties continue, which do not agree to choose the new chairman of the legislature, political analysts think the country's president is the one who should take the initiative to find a solution.
Political affairs analyst Ilir Ibrahimi tells Radio Free Europe that the positioning and positions of political parties around the current situation give no hope that a political consensus for overcoming the situation can be reached.
He thinks Kosovo President Hashim Thaci should call political party leaders and not waste time.
“Under normal conditions it should be the president because even with the Constitution he has the duty of ensuring the prosperity of the state when we have such crises. But given that Mr Thaci comes from political party subject, in this case PDK, I have doubts that other parties that oppose it PDK does not trust Mr Thaci, who will be able to play a neutral role in this crisis overcoming case“, Ibrahim said.
However, he says political parties should know that in the parliamentary and electoral system Kosovo has, without a compromise, cannot move forward, considering the outcome of the elections.
Ibrahimi, meanwhile, says that if there is no solution to the problems, there may be an interference of the international factor.
“As of this, it remains that the international factor can play a role, but we have seen that even the international factor in the past four five years has not had the appetite to get into such situations. So, unfortunately, the political parties can find a common language and overcome it. Or maybe even go to the elections, but I still don't think elections will bring a result that would facilitate the formation of institutions. So it's a situation where without some kind of compromise being reached among political parties I don't see how it can get out of this situation.“, Ibrahim said.
The other political analyst, Shkelzen Maliqi, says that from what is seen in the Kosovo Parliament, blocking the processes are all political parties, until they set conditions and do not release.
Maliqi told Radio Free Europe, since there are delays and impasses in forming new institutions, there should be dialogue among political parties.
He too thinks that to avoid a deep political crisis, Kosovo President Hashim Thaci must invite political parties to negotiate.
“The initiative should probably be taken by the president, to hold consultations and accelerate the process, because it no longer makes sense to delay or condition these two processes [constitution of Parliament and formation of Government]“, Malchi estimates.
As long as it rules out the possibility of elections as an option to get out of this situation, analyst Maliqi says it can now happen that pre-election coalitions are not the way they have been so far.
“There is another possibility to break these pre-election configurations, to have a free movement so that some subjects can be separated from preliminary coalitions and negotiate among themselves, perhaps any other configuration can give or make Government possible“, consider Maliqi.
Within a few years in Kosovo, similar political crises and delays over the establishment of new institutions are being repeated following elections.
Analysts say it shows that Kosovo as a state still cannot testify that I can take important actions for myself.
Even citizens think that to get out of this situation there must be agreement between the political parties themselves that have gained the right to be part of the Kosovo Assembly.
Qazim Imer from Pristina, who has worked at the Agriculture Faculty, thinks a solution must be found to get out of the crisis over the creation of new institutions.
“The best thing is for political forces to agree, but we Albanians are, we don't let go. I think they'll still sit down and talk and find a solution that every other step leads to evil. If you don't let anyone go, you have to go to a free election. Even the president is involved in these things, whether directly or indirectly. There are elements that are directly involved“, Imer said.
And Besa Hoxha says a very good solution would be changing political leaders in the country.
“One solution is for all of them to resign and another facility to come. And the President is the chief offender.“, Hoxha said February.
After almost two months since holding early parliamentary elections in Kosovo, the Assembly on August 3rd began its constitutional session. Lack of Coalition MPs The PAN has been postponed the constitution of the Parliament, as MPs from this coalition have not been presented in the session.
