Moghrin: Vucin's Thaci have reached agreement today

The presidents of Kosovo and Serbia, Hashim Thaci and Aleksandar Vuciq, met in Brussels today, with the mediation of the European Union's foreign policy chief, Federica Moghrini. The latter has issued a statement for the media, saying that the “both sides have agreed to final steps in implementing the Justice Agreement, reached within the dialogue media brokering”.

“The presidents confirmed that the agreement will be fully implemented on October 17th, 2017. That day, judges, prosecutors and judicial staff will be integrated into the Kosovo Judiciary. Integration of judicial personnel will enable justice throughout Kosovo, in particular in the Mitrovica region”, Moghrin said.

Speaking to reporters after the meeting, Thaci and Vucic said they have agreed to frequent such meetings, with the aim of reaching an agreement between the two peoples.
Thaci said he does not intervene in domestic debates in Serbia, but that Kosovo's independence and its territorial integrity “are completed and irreversible questions”.

Any final agreement between the two countries will be in accordance with the will of the Kosovo people”, Thaci said.

Today's meeting comes after that of July 3rd, at which Thaci and Vuciq have said they have agreed that the talks will enter a new period to address issues beyond technical ones.

Thaci then has voiced confidence that this new period will lead to reconciliation of the two countries and pave the way for the European future.

Kosovo and Serbia have reached the first agreement on normalising relations in April 2013.

Normalisation is a condition for both countries to advance on the path to European integration.

With the process to date, Kosovo has secured a Stabilisation and Association Agreement with the EU, while Serbia has opened several chapters of negotiations for membership in the bloc.

Vuciq has also warned of the opening of an internal dialogue on Kosovo in order to end, as he has said, <x0 Mythique” towards it.

The ultimate purpose of this dialogue is unknown. Kosovo continues to figure in the Serbian Constitution as Serbia's “part”, though Vuciq has said he is considering the possibility of constitutional changes by the end of this year.

However, analysts in Pristina do not expect any major twist to occur in the short term, resulting in recognition of Kosovo's citizenship on Serbia's part.
