The meeting in Paris with leaders of Libya, Chad and Nigeria takes place at the invitation of France's president, Emmanuel Macro.
According to the United Nations, 125,000 migrants have taken the dangerous route across the Mediterranean Sea this year.
Most of them have arrived in Italy and have then moved across other EU states.
About 2,400 migrants have died on the street.
German Chancellor Angela Merkel, Spain's prime minister, Mariano Rajo, Italy's Prime Minister Paulo Gentiloni, and EU foreign policy chief Federica Moghrini will participate in the talks.
