According to the Serbian deputy prime minister, these three phases would lead to an unrecognised “ ” and moving forward of both countries.
In an article in “Blic”, Lajiq suggests Serbia should seek continued concessions from the European Union in order not to block Kosovo on its path towards membership in international organisations, except in the United Nations Organisation.
“Albanians have always sought the support of international powers, primarily the EU and the United States, while Serbs have not and very often gone to their detriment”, Lajiq writes.
But, writes Serbian politician Kosovo saw an agreement with Serbia and Russia's consent to China can hardly be considered a full state in the international arena.
We propose an intermediate solution, unrecognized abnormalization, a solution that will be realised in three phases of”.
The first “Faza will be aimed at eliminating all barriers to full economic and trade co-operation between Serbia and Kosovo, as well as freedom of movement, without administrative restrictions on people, existing goods and capital”.
For this purpose, we suggest that the north of Kosovo form a free economic zone that is open to investments from central Serbia”.
The second phase, according to him, included the opening of negotiations on Serbia's assets in Kosovo, cultural heritage and the formation of Serb municipalities”.
The third “Faza will open negotiations for Kosovo membership in all international organisations except the UN. For any Serbian consent to Kosovo in any international organisation Serbia should seek concrete concessions from the EU in terms of realising major infrastructure projects, and concessions involving accelerated roads towards the EU”.
After agreements had been reached on these issues, the states would have signed an agreement on normalisation in a period of five years.
“After this period, we propose holding an international conference on Kosovo with the participation of the EU, the US and Russia, with the aim of reaching a final solution to Kosovo's status”, writes Ljajic.
We don't say this is the best solution, because the good solution here doesn't exist. We do not expect that this is the right solution, because it would be an illusion. But, we're looking for a solution that is less unfair”, it's over.
