The Ministry of Justice has published the full law on the use of languages, which the previous day received green light from the Government of Macedonia, and now must be adopted in the Assembly.

The justice ministry says the main goal of adopting the law is to transform constitutional amendments into legal texts in relation to the use and implementation of language, which at least 20% of the citizens of the Republic of Macedonia speak and its writing.

Additional means in the Republic of Macedonia budget will be needed for the implementation of the bill, and material obligations for other subjects will be established, Telegraph Macedonia reports.

The tools needed for the functioning of new institutions that are envisioned in Article 18 and Article 20 of this draft law, in terms of implementing draft provisions, are estimated in the first year to be 16 million denars. (These means will be provided in the budget for 2018).

Article 1 The draft law on the use of languages says that zitary languages throughout Macedonia's territory and in its international reports are Macedonian and its Cyrillic alphabet.

While the second paragraph from the first article envisions that official language is also the language spoken by at least 20% of its citizens and its writing.

By article 2 of this bill all state institutions are obliged to enable citizens to exploit, use and implement these official languages, as well as their alphabets in any procedure, and implement those procedures in that official language and alphabet.

Article 3 Says officials elected in their official communication can use the Macedonian language and language that at least 20% of Macedonia's citizens speak.

Article 4 It determines the official language in Macedonia's Parliament, which says that the official language in the work of the Parliament is the Macedonian language and its Cyrillic writing and language that at least 20% of its citizens and writing speak. Paragraphers 2, 3 and 4 of this article define the language that should be used by elected officials in the Assembly.

Article 5 Says the work of the Government of the Republic of Macedonia is Macedonian and its Cyrillic alphabet, as well as the language that at least 20% of citizens in Macedonia speak and its alphabet.

Article 7 It requires that the names of state institutions be written in Macedonian and its Cyrillic writing and language, which at least 20% of citizens and its alphabet speak, as well as in English. (The names will have the same size and font and the name in Macedonian language and writing will be written first. )

Third Paragraph of Article 8 It says that in police uniforms, firefighters, health in Skopje and in municipalities in which at least 20% of citizens speak official languages different from Macedonian are written in Macedonian and its Cyrillic alphabet, as well as in the language at least 20% of citizens speak in the Republic of Macedonia and its alphabet.

By Article 9 In judicial, administrative, enforcement procedures, sanctions execution procedures, pre-investigative and investigative procedures, criminal procedures and counter-inference procedures, as well as other procedures before trials, public prosecutors, as well as all other bodies and institutions, apply the Macedonian language and its Cyrillic alphabet, as well as the language which at least 20% of its citizens and alphabet speak.

On Article 10 The use of languages in procedures before swimmers and pre-retirers is arranged.

On Article 11 The matter of using languages in the area of executing sanctions is adjusted.

On Article 12 It is seen that the original evidence in Skopje and in municipalities where at least 20% of citizens speak official languages differently from the Macedonian language is also guided in the official language, which the citizen speaks.

By Article 13 Citizens who speak languages other than Macedonian, which is not languages that speak 20% of the citizens of the Republic of Macedonia, whose ID forms are printed in official language and the alphabet that the citizen speaks.

On Article 14 The language matter of citizens who speak languages differently from Macedonian, which is not a language which 20% of the citizens of the Republic of Macedonia speak.

On Article 15 It is said that at the meetings of the State Election Commission and municipal election commissions in Skopje and municipalities in which at least 20% of citizens speak official languages different from the Macedonian language during the implementation of elections in the work and procedures of all commissions, and other troops and institutions equally used and implemented Macedonian language and its Cyrillic alphabet and language, which at least 20% of citizens speak and its alphabet.

Me Article 16 It is regulated that the name of the road, square, bridge and other infrastructure facilities in all local self-government units in which 20% of citizens speak languages differently from Macedonian.

Me Article 17 It is estimated that all laws, underground acts, decisions and pronouncements from institutions that emerge in the Official Journal of the Republic of Macedonia appear in Macedonian and its alphabet and language, which at least 20% of citizens speak and its alphabet.

The important innovation in this law is the Inspectorate for language use. Me Article 20 It is seen that for full and precise monitoring of the provisions of this law involving the use of language, language inspectors (in the following text): Inquiry is composed of the Justice Ministry with quality of the legal person. The principles, competencies, organisation of inspection and inspection procedures of the Inspectorate for use of languages are regulated by special law.
