First Communist Secret Service Directors in 1945
From the Yugoslavs, under the formulas they brought, under the OZN model (OZN organisation Zabranja Naroda), was established on December 14, 1944, humanitarian-named criminal structures called the People Protection Directorate (DMP), depending on the Ministry of National Defence, at which head Koci Xoxe. The DMP consisted of five sections divided according to profiles in the centre of 4 ʹ5. These operated three SEMPs as follows:
- Tirana's SEMP (with Elbasan Durres) chairwoman Bako Dervisin.
- Berat's SEMP (with Korca, Gjirokastra and Vlora) head Niko Ceta.
- The Shkodra SEMP (with the Bishop's Kukes) head Zoë Foundation.
The work course involved political discovery, power protection, protection of the economy, counterspiration and protection of the military. The DMP worked until April 1946, when the State Security Directorate was formed depending on the Ministry of Internal Affairs. During the two years of its existence, the DMP was at the helm of investigative-operative operations for the impact of “reactionary element”, foreign missions in Tirana, etc.

A 1945 Journal of the People's Defence Directorate was presented this way:

- Central directive: Nest Kerenji, Vasca Kolec, Zihni Muco, Joseph Pasho. Aunt Sejko.

- Party bug: Kadri Hazbiu responsible, Mit hat Poloska, Niko Ceta, Nesti Zoto, Siri Charcani, Thoma Karamello.

- Section I: Mit hat Poloska, Foni Qirko, Cassem Trebushena, Venus Deliana, Skender Tupe, Kolec Ilia, Ilo Vero, Manushashi Qadhim, Edip Chuchi.

Section II: Niko Ceta, Socrates Djindin, Hysni Bega, Mihalaq Konda, Emine Poyan, Lutfi Milori, Sotir Dako, Soat Sulo, Avdiu Bridge.

- Section I II: Nest Zoto, Andon Decka, Rakip Dobrolicishh, Ali Corbi, Ali Josa, Toto Dervisi, Hysen Reci, Thank you Luga, Isa Aliaj.

- Section IV: Siri Charcani, Vani Plasari, Lambi Titani, Tilli Nache, Enver Stropan, Ligor Mali, Malio Konea, Sefedin Arani, Halim Poloska.

Section V: Thomas Karamello, Mihalaq Vanghel, Bujar Dalan, Eqrem Raifi, Teki Qerim, Lisimak Rose, Ahmet Rustemi, Lex Kamberi, Sefen Qreim.
