Each national priority has remained a hostage to internal political conflict, produced by disagreements over the Association of Serb majority municipalities signed on 25 August 2015, as well as the demarcation Agreement with Montenegro, signed the following day.
The consequences of their failure to comply have been enormous. Among them is keeping Kosovo citizens in the ghetto, but also lack of decision-making and institutional instability.
