Vucinate, debate over recognition or partition of Kosovo?

Through the invitation for an internal dialogue in Serbia on Kosovo, which has been made by Serbian President Aleksandar Vuciq, the latter is trying to take over the historic and political obligation, so that the Kosovo issue can be resolved in the interest of two peoples -- Albanian and Serbian -- assess the recognitions of political developments in Kosovo, as well as Albanians and Serbs. Although Vuciki's initiative they see as positive, for the fact that opinion in Serbia would have to cope with current reality, however, estimates that Vuciqi's move is too late.

Politologist Ramush Tahiri, speaking of Radio Free Europe, says Serbian President Vuciq is not obliged to open an internal dialogue in Serbia for Kosovo because, according to him, there is no signal that he has taken any promise from the European Union that he can benefit from it. As Tahiri says, if the dialogue in Serbia for Kosovo were to approach real facts, then the Serbian president would reach the situation that would accept Kosovo's independence and the Ahtisaari Document, on which the country's independence was declared.

“will recognise Ahtisaari's package, as an international document and on the Constitution of Kosovo, as the fundamental document for the rights of Serbs and other communities in Kosovo, and will develop normal relations with Kosovo as a neighbouring state. I hope there will be no re-evaluation of relations and no exchange of territories, nor a new agreement between Kosovo and Serbia, which would violate or respect Ahtisaari's Pack”, Tahiri says.

Political development recogniser Randjel Nojrik, former Kosovo Assembly deputies from the Serb community's ranks, tells Radio Free Europe that it is good that Serbian President Vuciq, though later, has finally been reminded of opening such an internal dialogue in Serbia. However, according to him, Vuciqi's idea, except in power structures, does not have any enthusiastic support in the opposition, but in other institutions, such as the Serbian Academy of Sciences and Arts and the Serbian Orthodox Church. This, according to him, has been lost for many cases so far to reach a solution, including the Ahtisaari document.

All of this provokes doubts about all political factors and those who invite Vuciqi for dialogue and talk about the issue. I think this is an attempt for Mr. Vuciq to take responsibility to some others, and I think he's fully aware of such a situation”, Nojjic said.

But do Vucinic's statements containing Serbian media concerning internal dialogue in Serbia for Kosovo, claims of any eventual division or exchange of territories contain?

In an authorial writing for a Belgrade media, Vuciq has said that “must prove real and not allow anyone to lose or hand over what we have, but also not expect that what we have lost will be restored to our hands.

Politologist Tahiri estimates that Vucic has expressed the conviction that reality should be respected without imposed solutions.

“Precisely, by respecting reality, the reality is this is that Kosovo is an independent state, without changing borders and without exchange of territories. I think this is going to be the vision and this is going to be Vuciki's teaching. But, this should be imposed in Serbia, under discussion with Serbia's factors and hopefully this will be the final platform of the Serbian people and the Government of Serbia for Kosovo, as well as the reports with the Albanian people in the Balkans”.

In the meantime, Nojik calls Vucinic's statements controversial and without real basis.

These are completely counterprofessive findings on one side we won't give, and on the other we can't have what we lost. I can see that he's pretty insistent on this breakup. But partitioning is totally unacceptable in these conditions, because, first of all, I'm quite sure that such a conclusion does not have the reconciliation and support of any member of the international community, which are very important. He's just washing prop balloons so he can see which direction he'll steer the talks”, Nokik said.

However, Serbia's internal dialogue on Kosovo, according to connoisseurs of political developments, is Serbia's only issue. Meanwhile, according to them, Kosovo should only host the outcome of this dialogue, which will be the platform that will emerge from this dialogue and who will be part of it and, in the face of that, build its stance. /rel/
