The acting minister's cabinet of the Ministry of Economic Development, Blerand Stavileci, has exceeded the number of workers off the salary list.
In 2016, 22 persons in the minister's cabinet were employed, with 17 of them being paid off from the payroll, while five officials with regular contracts were paid by categories of goods and services, writes Activres.
The audit office for this ministry has announced that the number of Stavileci staff was exceeded in four more positions.
“M ZHE had exceeded the number of staff allowed for the minister's cabinet for four (4) positions. Paying officials who have regular working relations from goods and services categories is contrary to Article 11 of the 05th budget law L-071 and Article 33 of the treasury order of 01-2013, stressing that all employees should be paid off from a salary list”, the audit report says.
According to the ZKA with regulations in force, the number of councilors that can counter ministers and deputy ministers is determined.
No. 02/2011 for the areas of administrative responsibility of the prime minister's office and ministers has been determined by the number of advisers that can engage any minister and deputy minister. Under the 2016 budget law, the minister's cabinet had 18 employees planned”, it says among other things in finding the report.
According to the National Audition Office, overcoming the number of employees from the budgeted number and paying them from the category of goods and services impacts the budget from this category being spent on other unplanned purposes. Furthermore, it reportedly risks meeting planned budget targets.
“The minister must ensure legal frameworks are respected in terms of the number of budget allowed staff, and all officials who have regular contracts should be paid from wage lists”, the ZKA recommends.
