Parties have paid off only 10,000 euros in fines of 348 thousand euros pronounced

None of the political parties, participating in the June 11th early parliamentary elections in Kosovo, have cleared fines pronounced by the Electoral Panel for Ances and Parashtre.

Although early parliamentary elections were estimated to have passed without any irregularities that would violate the integrity of the elections, the Electoral Panel for Anxiety and Parashtre(PZAP) has accepted 354 complaints, until for violations of the Code of Goodwill, it has fined political subjects a total of 348 thousand euros.

Mul Descu, head of the Secretariat at PZAP for Radio Free Europe, shows that only a small sum of the fines pronounced has been paid so far.

The general range of fines PZAP has pronounced against political subjects is a total of 348.9 thousand euros. Of this amount, political subject or coalition the Democratic Party of Kosovo, Alliance for the Future of Kosovo and Initiative, (coalition PAN) has paid over 10,000 euros, while other subjects have paid no fine”, Descu said.

According to PZAP, the coalition of the Democratic Party of Kosovo, the Alliance for the Future of Kosovo and the Initiative has been fined 158 thousand euros. The coalition of the Democratic League of Kosovo, the New Kosovo Alliance and the Alternative has been fined 71 thousand and 700 euros, while Movement <x0vendosje at 66 thousand euros.

Civil society representatives, meanwhile, claim political parties should erase debts because they cannot be certified to participate in local elections, which will be held on October 22nd in the 38 municipalities in Kosovo.

Florent Spahija, legal adviser at the Kosovo Democratic Institute, tells Radio Free Europe that all political subjects under law are obliged to pay the declared debt.

“Actually, no political party can remain in unpaid debt, if it wants to be certified for the upcoming elections. Thus, in municipal elections, which will be held on October 22nd, each political party that wants to be certified to the Central Election Commission, then must pay debts to PZAP”, Spahija says.

Spahija believes the political subjects will end this process, since in a way, according to him, they are conditioned by the deadline for holding local elections.

“Already is a shorter term for local elections. As if the other elections were four years from now, then political parties would have the comfort of ending those elections by”, he says.

Otherwise, according to the final results of the Central Election Commission, the coalition of the Democratic Party of Kosovo, the Alliance for the Future of Kosovo and the Initiative Party has won 34 per cent of the vote, followed by the Vetevendosje Movement with 27 per cent, while in third is the coalition of the Democratic League of Kosovo, the New Kosova Alliance and the Alternative with 25.7 per cent of the vote.

From minority communities, the Serb List leads, which has won over 5 per cent of the vote.

Meanwhile, Kosovo President Hashim Thaci has called the first meeting of the Kosovo Parliament's sixth Legislatra to be held on August 3rd.

After the constitution, the Government's selection procedure begins.

On the basis of the political agreement, it is expected that the winning party or coalition will propose the mandate for forming the Kosovo government.

Later, the president of the Republic proposes to the Parliament the candidate for prime minister, in consultation with the political party or the coalition that has won the necessary majority in the Assembly to form Government.

The candidate for prime minister, not later than 15 days after the appointment, represents the composition of the government before the Kosovo Assembly and requires approval by the Parliament.

The government is considered elected if it gets the majority of votes of all Kosovo Assembly deputies (61 votes). /Rel
