This is Pacolli's proposal for government formation.

AKR President Behgjet Pacolli has proposed an agreement, as he calls it, historical for forming the Government.

Pacolli has proposed that a table be organised with the leaders of the country's major parties and minorities, to discuss the government's one-year plan in which the country's important issues, such as demarcation, association, the establishment of the army and constitutional changes to the president's election of the people.

The Facebook Pacific has ordered party leaders to put the interest of the people in first place and not to postpone the process of forming the government.

Here's my proposal for a Historical Agreement!

1. A) To organise a table with all leaders of major political parties, Vetevendosje, LDK, PDK, AAK, Initiative, and AKR and minority parties.
2. B) is set for the One-year Government Action Plan, in addition to other day management jobs that would include: 1)demarkment; 2) Asosolation; 3) Free Movement Without Visa; 4) New Election Law; 5) electing the president from the people; 6 ) constitutional changes (the foundation of the Kosovo Army, restructuring of public administration, property, etc).
3. C) Establishing an inclusive one-year term government with a definite date for next parliamentary elections. As far as I'm concerned, this government can lead Ramush Haradinaj, Albin Kurti, or anyone else who gets the maximum consensus. But one thing is certain: don't dismiss the processes, place Kosovo above all!

Periods ahead of elections, elections, post-election periods are the death of governance. Money is being spent without an economic address, but for civil fraud, no work is made, no decisions are made, citizens are forgotten in their plight. Other countries may allow themselves this luxury, Kosovo does not. In a period like this, it has been invented a modern sport, which in Kosovo takes on the most ridiculous form, the form of DEPUTET DEUTET's body as if it were a living thing. I don't know any place in the region, much more in the civilized world where this GJAH develops so rampantly for vote, for mind, for the will of a man, for an MP, or for some deputies. And this sport is reported by the media that are misleadingly following purchasing scenarios. They don't deal with the citizen either, the media. They don't deal with the economy, they don't deal with hospitals, they don't deal with the environment, they don't deal with people. Honored gentlemen, politics is not even like sport, but it's worse. And professional football has its own rules of player trading rather than our political jungle. Even a sport that's playing has game rules, no longer politics that should be a completely regulated profession. In Kosovo now they all speak... who will be prime minister? In a situation like this where everyone talks, even when sexiers talk, waitresses turned cooks, restaurant owners, and everyone's serving. I have some ideas, some basic calls. There are 10 actually;

1) STOP this game that treats the MP as the living thing market, stop it if you have God! That's why we have to decide again and again.

2) We urgently restore confidence in politics, adopt game rules, and respect them. What's happening is why we don't have game rules, or we don't respect what we have. What's happening is why we don't know, we don't know the culture of the agreement, we don't have political beliefs, we don't know how to keep our word. It is urgent to restore this culture, why we will restore the citizens' trust in politics. We have to agree to rewrite the rules of the game in case of elections or post-elections. That's why Consensus needs it. Today's crisis, the crisis of the first three years, is coming because we have violated an international agreement if you want: what I signed with Mustaf, Thaci and American Ambassador Dell to elect the president from the people and change the electoral system. If that deal had been respected, we wouldn't have the same situation today whenever there are choices: trades, rainbow crossings, door crises, etc. That agreement is parliament's decision.

3) We should urgently adopt the new electoral reform, the election of president by the people, in short, constitutional reform. That's why we need consensus. Some people who feel prime ministers are being circulated on our political scene, forming several cabinets in Pristina cafes, why institutions are empty and do not do their job.

4) Is there one of them who has a magic wand that simply and only with the purchase of MPs, can resolve the demarcation with Montenegro and then with other neighbours? I think we should do this in a consensual way.

5) Is there any of these candidates for prime minister who can best solve the issue of the Serb Communists' Assolution, which Serbia expects, the Republika Srpska List, which does not date who is the real prime minister but will simply function the Asosolution? I think we should confront this issue in the most consensual way possible.

6) What about co-operation with the Special Court? How will we determine: as the will of one part of the policy to co-operate, or as the will of the other side to reject it? I think we should do this with a consensus formula.

7) What about the Trepca, mine and other Kosovo assets issue, for the Pension Trust, is there any solution? I think we should do this again and again.

8) and for talks with Serbia, is there any solution to change format, thematic, length of negotiations, etc? I think we should do this again and again.

9). Without addressing each of these solutions, we must elect the Speaker of the Parliament. There is a Constitutional Court ruling that, as usual, of its political servants, leaves out a rope around our necks, where we should stumble. How are we gonna figure this out? I think we need to solve it consensually.

10) A few days ago at US Independence celebrations, the ambassador of this friendly country called for a historic agreement such as the one that defined the creation of the United States. And our friend is absolutely right. I call for a table of political coalitions and parties. The sooner. Tomorrow. Stop your tact, stop your business, stop cheating that we have votes, etc., etc. The president should simply ease this table, but where everyone can be equal. This table is respect for the rules of the game, it's respect for every MP's dignity, it's the table where the political dignity of each coalition is respected, is the table that thus says stop trading. This table has to decide for an agenda of our nationly steps. Let's build consensus on each of them, or at least for the first steps. The Parliament Speaker's election. If we move forward to that historic agreement that will solve our 10 reform challenges, better yet. These challenges are simultaneously ten points of this agreement, the Kosovo New State decalog.
