Reports of audiences released in recent days have found a joint in most ministries. Many high positions and functions are exercised for long periods by task makers (UD).

Under the Civil Service Law, the position of task member can't be maintained for longer than three months, which is ignored by the Ministry of the Government of Kosovo, where these functions in some cases are carried out for years, reports news.net.

The Ministry of Internal Affairs can be named “lidere” for positions still conducted by the UD, with over 64 such positions. These include positions in institutions that enter under the ministry, such as Kosovo Police, Civil Record Agency (ARC) and Emergency Management Agency (AME).

At MPB 8 positions are covered with taskeers, in the ARC and AME are of ten positions covered by taskeers and even some of them since 2011. In the Kosovo Police, 36 positions are covered by taskeers.

Even in the Ministry of Finance, some serious positions are covered by taskeers, even since 2014. These include the position of fiscal policy division leader, and the position of the procurement manager.

“The position of fiscal policy division leader continues to be covered with U.D. Since 2014, since the position of the procurement manager is first covered with replacement from January 2016 and then with the U.D. in July 2016. These positions continue to cover with U.D. Even in 2017 until March, respectively, while we were in the final audit”, the audience's report on the Ministry of Finance says.

17 management positions at the Ministry of Science and Technology are also held by Task Agents, in terms of more than a year.

“During 2016, in 17 cases management positions (including Secretary General, department directors, division leaders and positions of various officials) were covered with Bridgers (UD), for specific cases of more than a (1) years. This phenomenon is also expressed in MAST agencies and other programs. This situation stems from failing to complete judicial processes and ignoring the UD deadline. As a result, the functioning of the governing structures has not always provided effective accountability”, says the August Auditor report.

Even the Ministry of Health does not issue a task plan. The latter included five leading positions held by the UDs, exceeding the legal deadline for maintaining office in this form.

“Law for the Civil Service of the Republic of Kosovo (Nr. 03L-149), Article 30.4, respectively, sets out that for the fulfillment of the civil service, duty manager (UD) cannot be named any longer than three (3) months. We have found that at MSh 5 (5) leadership positions continue to be held by the UD by exceeding the legal deadline for maintaining office in this form”, the audience has found.
Even in the Ministry of Agriculture Forestry and Rural Development, five leadership positions are held by taskeers since 2014. This is contrary to the Civil Service Law.

High positions by the UD are also covered in the Ministry of Foreign Affairs and European Integrations.

“Rule No. 06/2012 for civil service appointments stipulates that no top management position can be held with the Bridger (UD) more than three (3) months. During the audit, we have noted that a (1) managing position was held with the UD from July 2015,”, says the MPJ audience report.

“During auditing, we have noted that a (1) management position was held from August 2015 with the U.D.

The initiative of recruiting procedures for this position was initiated in August 2016, but had been cancelled by the Independent Supervisor Council because of its failure to comply with the 02/2010” regulation, the audience at the Ministry of Integration has found.

Longer periods of duty fraud has been recorded in various Kosovo municipalities, and other public institutions.
