Early parliamentary elections in Kosovo have given no solution to forming a government.

None of the competing political parties have managed to get enough votes for the formation of new institutions, while the coalition The PAN, which came out victorious in the June 11th elections, gaining the right to prove the government's creation consistently states they have the numbers needed for forming the government, but that is against other political parties.

According to other parties whether the coalition The PAN would have numbers for forming the government would call the constitutional session.
Despite this, however, another recently controversial alternative is the creation of a comprehensive government, writes World Today.

The idea for a comprehensive government was of Alliance for the Future of Kosovo leader Behgjet Pacolli.

According to Pacolli, a one-year action plan of the comprehensive government could be introduced. Pacolli has proposed organising a table among political party leaders for the establishment of a 1-year-long comprehensive government, where prime minister according to him, should be one of Avdullah Hoti, Albin Kurti or Ramush Haradinaj.
While, according to political analysts, the sweeping government is required of those who do not have the numbers.

Analysts claim that the sweeping government may be the option, but not the solution to the political crisis.

Next trick.

Analyst Rexhep Shahu, says the comprehensive word is magical, but not for Kosovo.

The general government is required because they are not competent, they don't have the numbers to form governments. The comprehensive word is magical, but Kosovo has proven the entire government as an inn without gates, stealing who can first, leaving the bastard at the door who can beat a friend, Shah says.

According to shah, in theory the sweeping government is fine, but the practice has proved that the parties that make the government inclusive are political enemies.

Subsequent government theory is good, but the practice has proved that the parties making the sweeping government are political enemies and jars in sharing the profit cake of abuse. Once again creating a government along with the LDK-PDK would be the next political immorality and fraud before the people that we are doing it for the sake of Kosovo and the people. Next imporacy fraud”, Shah points out.

General Government, Temporary Government

While political analyst Skender Zogaj says that the possibility of the sweeping government is preferable, but this is the temporary way of resolving the crisis.

According to Zogaj, the variant of a comprehensive government may be acceptable if political parties understand that Kosovo needs functionality and avoidance of any kind of stalemate.

The “in the case of specific situations that produce no opportunity for adequate ruling solutions is also preferred to demand for comprehensive governments, as an opportunity to exit the crisis. However, this is the way the temporary solution to the crisis is because, the sweeping government is an archament of the moment, to exit the stalemate.

Therefore, even in our case, the version of an inclusive government would be acceptable, if political parties realized that, Kosovo needs functionality and avoidance of any kind of stalemate, because it is at very delicate and defining historical moments of the fate of the Albanian people in Kosovo. The 11 June election outcome is very delicate and, very unfavourable for creating a minimally stable government, so the crisis is evident and potentially deepening, therefore, political parties should be aware and realise that under these circumstances they do not need to take power at any cost”, Zogaj says.

According to Zogaj, finding the solution should be well and deeply analysed, as well as interparty consensus.

The resolution's “should be carefully and deeply analysed, with the search for interparty consensus, in this direction, a comprehensive government, without shots and with beneficial strategies for close party purposes, could be productive, especially in the realisation of major state issues that are the demands of the international community, such as demarcation with Montenegro, the Association of Serb majority municipalities, the formation of the military....

These obligations a comprehensive government could provide quick and acceptable solutions, which would be a big achievement because it would pave Kosovo's way towards the EU”, Zogaj points out.

Kusari- Lila vs.

Against the idea of the sweeping government, the Speaker of the Alternative, Mimoza Kusari- Lila, has indicated.

Kusari-Lila has counted the reasons for which, according to her, a comprehensive government would not be the right choice for the country.

The recently proposed comprehensive “government is not the solution to the problem. We would end up with the same number of ministries (no more) that thirst for power has drunk some yet without taking power. The latest experience with two major parties in Government also showed that they cannot govern those who want to attract governance only in terms of the interests of their subject. The program remains in half, as it remained. It takes consensus and respect for the ruling partners, and this respect is hardly achieved with exclusiveness in Kosovo. We do not yet have this political or governing culture”, Mimoza Kusari-Lila has expressed.
