MST: Professors' surplus budget payment
The National Audition Office recommends halting the professors' payments for each exam submitted by students.
According to the audience, payment of 60 cents for each student to present the exam causes budget damage, since students do not pay for testing.
According to current guidelines in force, bachelor-level students don't pay at all for testing, and students at the master's level for each submitted exam pay 2.5. This means that the revenues provided by the exam report do not cover the costs for compensation of professors”, the audit report says.
ZKA suggests that this regulation be adjusted on the basis of the budgetary opportunities and needs that exist for making these payments.
“Keeping exams would have to be an integral part of the work tasks for which professors receive the basic wage and eventually the hospitals. Compensation of professors for exams causes unnecessary costs for UP and may bring financial difficulties. The possibilities for reviewing the above regulation should be seen so that it can adapt to the current circumstances and budgetary opportunities”, the audience recommends.
In addition, the ZKA has found 25 cases where professors are engaged by exceeding the rate of hours allowed contrary to domestic regulation.
“Internal Director of Personal Revenue to the UPI clearly stipulates that academic personnel in regular university relations can commit themselves to over-orm by five (5) hours a week, exclusively at the Faculty of Arts, up to four (4) hours a week. Of the 93 tested samples we've noted that in 25 cases the professors' contracts were with six (6) hours on the rate, exceeding the allowed overorm”, the audience report said.
At the same time, there were cases when professors were paid, although they did not keep the early hours.
