Our international integration process, both at the United Nations Organisation (OKB) and those respective ones, is moving on two powerful interconnected rails to each other: negotiations in Brussels and bilateral recognitions. As interrelated as Serbia is to increase the deal in the Brussels negotiations on the 10th anniversary of our independence, it is invested in the so-called recognition revocation (the case of Suriname and Guinea Bissau). This was the address of the first Deputy Prime Minister and Foreign Minister Behgjet Pacolli at the 2015 Forum, titled: Lack of commitment, monitoring the European Union countries' policy spectrum towards Kosovo.

“Now I think we need to focus on empowering our position in the Brussels negotiations (internal political stability, international expertise, etc), not allowing: a) neither partition of Kosovo, b) nor overcoming the Ahtisaari Plan, nor c) confronting the world in the bloc regarding the issue of Kosovo's membership at the UN...”, the minister Pacolli has indicated.

Following his presentation he has estimated that the <x0-state creation and statehood is not a process that happens every day or every year on our globe”.

“Kosovo would have to be an international success story: released from NATO intervention, with Western assistance and the European Union in statehood, in economic recovery, with wonderful youth, with natural wealth, in the center of Europe should already be a member of”, Minister Pacolli stressed, adding that there has been a lack of vision in policy design.

You have identified the lack of commitment as the result of this delay in our international integration. I would add a lack of vision, that is. Long term in Kosovo's policy design, which in the case of a group of states, has been exacerbated by finding common denominators among them. Some of them were autolensisists when they interviewed the Kosovo case, in an effort to block internal development with secession”, he said.

In addition, Minister Pacolli mentioned the arguments why Kosovo is a special case, while the potential in the report drafted by this Forum should include lobby contributions.

I'm sorry, your report doesn't include the big lobby work towards other countries outside Europe, which has yielded tremendous results. Maybe why this job, where I as the head of a party often in opposition or as an international profile entrepreneur, I have the same protagonism. There has been no publicity because it is often not supported unfortunately by responsible institutions. I know dating is a very expensive sport. Unaffordable for countries like ours. Being an entrepreneur with a high international profile has facilitated my work- I am recognised globally, but has simplified the matter of spending at the expense of the family, but Kosovo has won. I have broken down where great powers have failed to succeed, why their investment has brought greater resistance, or greater shopping in certain countries: forgive us the debts of 50 years, or reward us, etc.”, said Minister Pacolli.

During his talk to those present, Minister Pacolli also presented his strong features in matters of lobbiing, which have made his work successful by presenting concrete examples and experiences in this regard.

“Look I'm not a professional diplomat, but that doesn't mean I haven't achieved success”, he said.

Next, Minister Pacolli cited as a good example the model of diplomacy and British diplomats, who adapt to the social and political model of the country where they work, respectively, the country's conditions.

British diplomacy is sophisticated and built on the psychology of the country it operates in.

My advisers brought me the example of the failure of Kemp David's US peace negotiations between Israel and Palestine in 2000.

Why did they fail? Because that model of solution that seemed very good to diplomats in their offices, it didn't happen to the two sides in the conflict, didn't respect their psychological sensitivities”, Pacolli said.

At the conclusion of his word, he gave special emphasis to the kind of diplomacy he is practicing, especially on the African continent.

Would you know, for example, that endless delegations from Nigeria, Ghana, Uganda, etc. are currently coming to Pristina? I am trying to strengthen economic relations between the two countries. Nigeria is a very large country in Africa that offers extraordinary opportunites to some of our entrepreneurs. Africa today is the continent of the future of the world economy. That's why there are always trips of major global entrepreneurs.

And I haven't seen the lobby just as recognition insurance. Many who read the news about lobeing think that lobeing is just taking a trophy- verbal notes and that's it. That's short-lived. Tomorrow, a country that gave you a verbal note, and you've received no further contact, could and would not vote for your UN membership”, Minister Pacolli added that his commitment goes beyond that.

I'm doing something very big in my lobby. I'm doing what a researcher called «ancing». I'm creating the brand of Kosovo in the world. Could anyone imagine that Kosovo, its entrepreneurs, its young people could establish a certain business link with an African country? That's what I did in Nigeria a few years ago and got a lot of ridiculous criticism inside Kosovo. By strengthening economic relations, or in other areas, even the pro vote, at the UN tomorrow, is certain”, Minister Pacolli concluded.
