Pacolli: Demarkation in January, visas in June

Kosovo Deputy Prime Minister and Foreign Minister Behgjet Pacolli has said that the year 2018 will be when Kosovo's visas are removed. He has expressed conviction that such a thing will happen in the first part of next year. And one of the main conditions for Kosovars to be able to move [...]

He has expressed conviction that such a thing will happen in the first part of next year.

And one of the main conditions for Kosovars to be allowed free movement in the area of ledegene is the ratification of the border demarcation agreement with Montenegro.

“I hope the year 2018 will be a year when citizens move freely. I very much hope that in the first part of the year, and the year 2018 will be the year we'll certainly be writing down the history of our citizenship”, Pacolli has expressed itself.

But for that to happen, Kosovo must ratify the agreement defining the border line between Kosovo and Montenegro in January of next year.

At least such a practice has happened to the countries of the region, Albania and Bosnia and Herzegovina, which have taken about six months to abolish visas, following the European Commission's proposal.

He has explained this in a statement on news.net, former Deputy Minister of European Integrations Ramadan Ilazi.

He explaining steps until the European Commission's visa-free proposal has said it could take up to 6 months to make the decision for Kosovo to abolish visas, following the commission's proposal.

The next “step would be approval, to the Committee for Civil Freedoms, Justice and Home Affairs (LIBE) of the European Parliament, launching for the start of negotiations between Parliament and the European Union Council to agree on the text of the proposal that would have to be adopted in the European Parliament's plenary session, as well as then by the European Union Council. If Parliament and the Council disagree, then a committee with participation by Parliament, the Council and the Commission is established to accommodate positions and produce a text of the proposal that I can pass to Parliament and the Council. The Council votes in large quantity, meaning Kosovo needs considerable support from the EU member states. After voting in the Council, it takes up to three weeks for the approved proposal to be published in the European Union Official Journal, while entry into force usually takes place on the 20th day after the release date in the EU Official Journal, but it can be arranged for the decision to come into force even earlier if there is such application from the EU Member States as in the case of Albania and Bosnia. In terms of the timeframe, if we look at the case of Albania and Bosnia, the legislative proposal by the European Commission took place on May 27, 2010, as visas were removed on December 15, 2010, so it took about 6 months”, clarified Ilazi, about the news.net.

Visa removal in a short time has also promised Kosovo Prime Minister Ramush Haradinaj.

He has said on Saturday that soon there will be news of visa removal, while when it will enter into force, according to him is unknown.

Kosovo had received the recommendation for visa removal from the European Commission in 2015. But one of the main conditions set by the EU is ratification of the demarcation with Montenegro, as well as the fight against corruption.
