Beset will replace Environment and Transport Minister Doris Leuthard and is expected to take office at the beginning of the year.
Voting for the 45-year-old Social Democrat was inconsistent.
Besset received 210 votes from 228 MPs present in the Bern legislature.
Berset gave an inaugural speech in Switzerland's four official languages, beginning with his mother's language, French, and then Italian, Romance, and German.
The Swiss society must seek unity to meet challenges, such as globalisation and the digital revolution”, he said.
