Alarms COSTT, 8.5m euros for supply of northern electricity

The newspaper Life in Kosovo has found that these vehicles will be needed to cover the losses brought to the north with electricity prices by April.

COMM STT has been tasked by ZRE for covering the cost of the northern power supply. So far the means for paying electricity purchased by KEK and compensation to KED, COSTT has provided them through electricity tariffs, because the ZRRE had allowed the energy spent in the north to be paid by all ECCO consumers.

But, following Pristina's Constitutional Court decision on suspending the ZERE board's decision to predict the cost of providing the north to all ECDS regular consumers, ZRE is obliged to ban this practice.

“The power supply costs for Kosovo's four northern municipalities under the court's decision will not continue to cover through final tariffs until the court's merit case is put to the document, which the ERE has sent to the interest parties, including COST. In addition to this ZRE letter, the Kosovo government has to find mechanisation for covering the cost of the northern electricity supply.

COMM The STT continues to be charged with covering the cost of the north supply, but reducing allowed revenues is impossible to pay off obligations to KEK and KED.

The JNK has secured the document that COST has addressed to Kosovo Prime Minister Ramush Haradinaj, and the chief Parliamentary officer, Kadri Veselin, in which financial damages have been explained as a result of the removal of the cost of the north's supply from energy bills.

It says that COSTT's access to a tax year 2017-2018 for coverage of losses in the transmission network and losses in northern Kosovo have been approved by Z. THREE worth 12.7m euros. Of them, 8.7m euros is the cost of supplying the north with electricity and the rest of it as access to transport losses.

These 12.7m euros, COSTT had to provide from two sources: KEK is tasked with providing COSTT with electricity for a value of 10.7m euros, as the regulatory obligation for revenues carried out by KEK for the previous year; and 2m euros to COSTT would provide from energy tariffs.

COMM The STT is alarming that KEK has been unable to perform the obligation he received from the ZERE for power supply due to coal supply problems.

Due to problems in producing electricity from KEK, COSTT will fully realise access to 6.8m euros”, the COST letter says.

Besides getting into trouble with KEK, COSTT says the situation has taken even more time for ZERE's final instruction.

“as a consequence of ZRE's End Guidance, realisation of revenues decreases to 5.0m euros d.m. th KOSTT could only register 1.8m euros in total for the Tatar year; The cost of covering losses in the transmission network and continuing coverage of losses in northern Kosovo, according to current prices on the market, will reach an estimated 22m euros. In this case, the financial damage for COSTT will be about 20m euros, for the period of Tatar April 2017- March 201818x1>, says the COSTT paper, which the JNK newspaper provided.

The company alarms that it will not be able to take the burden of covering losses from the northern part.

“under circumstances created after ZRE Guide, COSTT from December 2nd 2017, will have no legal and financial opportunity to take on the obligation to cover losses in the northern part of Kosovo for the remaining Tatar period December 2017-March 2018x1>, says the COSTT letter.

COMM The STT recommends that in time the supplier for consumer supply in the four northern Kosovo municipalities be appointed.

Until the appointment of this supplier. COSTT leaves it as an open option to draw energy from the region, but which will be billed to Kosovo. On the basis of market energy prices, the cost of such a supply, through the withdrawal of energy from the region's energy grid (from other suppliers), amounts to 8.5m euros from December to April 2018.

“COMM STT this financial cost cannot cover, and a special budget must be provided for this. Under these circumstances, the power supply of the northern part of Kosovo will continue undefinatedly /unauthorisedly defined by the continental European Co-ordinator as Kosovo's duty to the region. COSTT recommends ensuring the budget, for the time period until the appointment of suppliers, for the coverage of the cost of energy counted as Kosovo's duty to the region for the amount consumed in the four northern municipalities of Kosovo”, says the COST letter.

Thus, COSTT has been alarmed that if these tools are not secured, then KO The STT, as the operator licensed for operating the transmission system and the electricity market in Kosovo, will have huge financial losses, which cannot afford financial stability in the face of license obligations, secure and reliable operation of Kosovo's broadcasting system. Also, COSTT says it will be impossible to carry out financial obligations to creditors such as the German Bank for Development and BERZH.

“Unable to cope with sustainable functionality, as regulated business, jeopardises the CO membership process STT at NTSO-E”, there are also some consequences that the KO has listed STT in case an alternative is not found.

Recent developments in the energy system have come after the Constitutional Court's decision in Pristina for the suspension of electricity spending in the north to citizens of other parts of Kosovo. The Administrative Department of the Pristina Foundation Court, in September 2017, has suspended the execution of the ZERE decision under which the electricity expenditures of citizens of Kosovo's northern municipalities were billed to other consumers. This court ruling was taken according to the ombudsman's indictment.
