Typhoon Damrey has damaged more than 40,000 homes and flooded highways just days before the country welcomed world leaders at the APEC summit.
It is considered the strongest typhoon to have hit the country's southern coastal region.
The storm, at speeds of 130 km/h, has knocked down power poles, and trees blocked roads.
According to the government, about 300 ships were destroyed, while local authorities said the town of Tuy Hoa of Phu Yen province had never suffered such destruction before.
In Vietnam for the APEC summit, world leaders, including US President Donald Trump and China's President Xi Jinping, are expected to overlap.
This will be Trump's first visit as president to Southeast Asia.
