The irregularities DnV faced during the campaign

Democracy in Action ( DnV) through 30 long-term observers, on five days of campaigning in the second round of mayoral elections, has forwarded 166 activities of certified political subjects, as well as monitored the PKKZ and CEC meetings. On the basis of DnV monitoring, the pre-election campaign for runoff conducted following the results of the first round of local elections, political subjects have continued with their election activities even before the deadline for the development of this campaign.
The official 5-day election campaign period for the run-off has developed smoothly, with political subjects presenting their political bid and governing programmes in competitive environments. The participation of citizens and media has been safe and unhindered. No incidents have been recorded that would undermine the prosperity of the pre-election campaign.
Citizens' Participation in Gatherings
Political subjects in general have held election gatherings of up to 100 participants, 52% of their meetings respectively. During the run-off campaign in general, it has been noted that political subjects have given more election gatherings, as well as held meetings with interest groups.
Use of Public Resources
Even during this election campaign, public resource use has been noted in 18 cases of 166 monitored activities where official vehicles, participation of civil servants and official persons in the campaign have been observed.
The Language of Hatred
Political subjects have refrained from using hate speech, where in just one case out of 166 monitored activities, the use of hate speech has been marked.
The Role of Children in Campaigns
The election campaign for the runoff has been marked with children's participation, as has the election campaign for the first round of local elections. During the 5 days of campaigning at 28% of monitoring election campaign activities has been noticed by the presence of children, in total their number has been 444 children. In 8 cases, their participation has been organised.
Access to Disabled Persons
In 30% of the activities monitored by disabled persons, access has not been offered. The participation of disabled persons has been marked in 15 activities of political subjects, and the total number of them is 48 persons.
Women's Turnout
In the second round of local elections, there are only 2 women candidates for municipal chairmanship.
Women's participation has continued at low levels throughout the election campaign period. In all activities monitored by DnV women's participation has been below the 10% average. As for women's participation as speakers, it was 12%. 467 men and only 65 women have spoken.
Media Presence
The media have been present at 45% of the country's monitored election activities and have reported freely.
Security Offering
In the vast majority of monitored activities, the Kosovo Police have taken care of ensuring election activities.
Election Monitoring and Preparations by DnV
Democracy in Action is ready for monitoring the second round of local elections in 19 municipalities and in the municipality of Partesh. DnV has recruited 1784 short-term observers who will cover all polls.
The Co-ordination Centre will be located in Pristina (Hotel Sirius), where 130 volunteers will collect data from the ground, which will be analysed and disclosed to the public.
DnV has continued to be actively involved in informing and educating voters about the importance of participating in the elections, as well as the way they vote.
DnV calls on political subjects and other institutions involved in election management to show caution and high level of responsibility to ensure a democratic and fair process and elections, respecting the will of citizens.
Security institutions called on to take the lead in the task of ensuring the peaceful electoral atmosphere. DnV invites all citizens to participate in the elections and decide for their future.
