Kosovo institutions are insisting on changing the status of the Kosovo Security Force, until there is no support for Serbian representatives in the Kosovo Assembly. On the other hand, international institutions, including those of the EU and United States, have insisted that this transformation be made through constitutional changes and not only by changing the law.
The office of prime minister of the Republic of Kosovo has opened public consultation with the bill, aimed at making changes and fulfilling laws dealing with the Kosovo Armed Forces. Public consultations will be open from today to December 7th 2017.
This law aims to transform the Kosovo Security Force into the Armed Forces of the Republic of Kosovo.
Article 2 says the Law title: “Law for the Ministry for the Kosovo Security Force “is deleted and formulated as follows: “Defence Ministry Law”
And Article 3 says the title of the Law “Law on the Kosovo Security Force“is erased and formulated as follows: “Law on the Armed Forces of Kosovo”.
Kosovo's “Armed Forces advocate the sovereignty, territorial integrity, citizens, property and interests of the Republic of Kosovo, as well as contribute to the construction and preservation of regional and global stability”, the project is said.
Kosovo's “Armed Forces are the national military force of the Republic of Kosovo, and can send its members abroad, in full accordance with its international responsibilities”, it is further said in the draft draft of the bill.
In addition to the draft, the Prime Minister's Office has published a <x0-document consultancy” on its website.
“Development of the Kosovo Armed Forces envisions that our forces continue to boost co-operation with allied states in order to train and acquire skills to participate eventually, effectively, in joint operations, appropriate to partners at the regional level and at the international level as they are: NATO, the EU, the UN, the OSCE”, said in the document.
As far as EU legislation is concerned, it is said the defence area is not determined with AQUIS, but the bill is in line with NATO standards.
The document says the bill has emerged as a result of the Strategic Review Analysis of the Security Sector, while in working groups for drafting the basic document have been committed to all security sector actors in Kosovo.
