Government doesn't guarantee that in 2018 it will apply for EU membership

The Stabilisation and Association Agreement (MSA) between Kosovo and the EU has entered into force in early 2016. And this moment has not been followed with membership application. Albania and Macedonia had submitted the app the same year that the SAAs they had signed into force.
Even Serbia, and Montenegro, had taken such a step immediately after signing the SAAs and without entering agreements in force. The biggest delays in such a process had been made by Bosnia and Herzegovina because of the country's governing structure, and the app was accepted by the end of last year.
Prime Minister Ramush Haradinaj has warned Friday that within the first half of next year the application will be addressed
