The coalition of NGOs, Democracy in Action, has indicated that all polling stations have not been opened in time, as there have been delays of up to 30 minutes in several municipalities.
Albert Krasniqi, from DnV, said that of her observers found in all polling centres and polling, they have noted that not all polling stations have been opened over time, as a consequence of the lack of commissioners.
“As far as opening locations differing from what was reported by the CEC that they have all been opened over time, our observers have recorded delays in 12 locations from 1777 as total, out of which 50 percent has been due to commissioner delays. If we unscrew them in the municipality, in Prizren there have been five delays in five polling places, in Suhareka at three polling locations, in Pristina at two countries, and in the Rahovec Club by a polling site where delays of up to 30 minutes” have been marked, Krasniqi said.
According to Krasniqi in the early hours of the vote, there have been several other irregularities that have been observed by their observers, but are not too serious.
“As far as propaganda or the presence of election campaign materials in the vicinity of the 100m perimeter near the polling stations that are prohibited by the law on elections, we have counted at 19 polling stations or 3 per cent of them have the presence of political subjects. According to municipalities these are in Gjilan, Prizren, Podujevo, Suhareka at three polling stations and in Malisheva at two polling stations. Election materials, lack of them are recorded in 60 locations, or in 3.4 percent of all locations”, he stressed.
The presence of unauthorised people at the polls, according to Krasniqi again has been recorded, but less than at other times. He said that they have observed 44 cases, or 2.6 percent of all locations.
Krasniqi also cited a serious incident in the Cline municipality, where, according to DneV observers, at 7:45, the school “Ali Krasniqi” has been stoned from outside, damaging the door of the centre's entrance, until the authors have yet to be recorded.
While, Krasniqi said at the school “Hysen Zaymi” in Istog some people have voted out of place.
