After a few days on parliamentary commissions is expected to continue reading the second on this law, which, however, will enable a broad extension of the use of Albanian language in Macedonia, after many years of full implementation of the Ohrid Agreement.
The first phase of the adoption of the Proposal on the use of languages in Macedonia has been expected in various ways, while it appears that the Ohrid Agreement will finally be concluded, implementation of parts of which has dragged on for years, VoA reports. The second phase, respectively, at parliament's plenary hearing for languages, where the Albanian language in Macedonia will have a broad stretch, according to expectations, will take place at the end of the month or early December, but the session could last without predicting due to the warning from the Macedonian opinion that it will present a large number of proposals. According to the practice, this approach serves to drag on discussions in parliament without end.
The VMRO-DPMNE wants a broad debate on the law before the second phase in parliament is opened, but this by the laws is not done because the opposition has delayed its application.
Even part of civil society, meanwhile, suggests a public debate with field experts on the language bill.
The Pirovska Uranx of the nongovernmental organisation Helsinki Committee for Human Rights says that butoponisation-law needs to be done with many corrections, but first of all, there must be a broad public debate on it, to listen to different opinions, in effect, “on the basis of the law we must build the way of co-existence with ethnic communities. In this case, spirit and the basis of the Ohrid Agreement should be taken into account -- not to advance just one ethnic community” -- alludes to Albanians, while implementing the law in practice -- views it as very difficult.
Meanwhile, some of the experts, such as Osman Kadriu, estimate the bill makes progress, but not formalising Albanian in Macedonia. And implementation of the new law will be even more difficult, says constitutional issue expert:
“does not guarantee that Albanian will be official language at the state level. We have no bilinguals in Macedonia and with this law we have no equal to Albanian with Macedonian. But what is gained? An important quality involving the status or advance of Albanian language status, since in the draft, institutions, enterprises, all those that have legal person status, including state-level power organs in which the Albanian language will be used at a certain level, are envisioned. What is innovation will also be very difficult to implement is the judicial, criminal, civil, administrative and management procedure to ensure in Albanian”, Kadriu says.
Whether it is Albanians in general have welcomed the bill, while Albanian political exhibits do not rule out the possibility of full Macedonian equality with Albanian and constitution within a future period of time.
