But such a thing did not present a problem for AKR's candidate for head of the Pristina municipality Selim Pacolli, who in a video drove the company's truck to clean up “Cleaning”.
Pacolli for such a banned act has been fined by the Electoral Panel for Ances and Paraseta with 3 thousand euros.
After publishing and distributing a public spot where Pacolli is seen exploiting assets of the public company “Cleaning” in Pristina for political campaign purposes, B IRN, Internews Kosovo have deposited near PZAP a complaint against Pacolli about violations of the General Election Law.
The ruling panel has agreed as based on the complaint of BIRN and Internews Kosova, and has found that the evidence provided by the complaint's predeceiver “undoubtedly” has proved the violation of the Goodwill Code for Political Subjects, their supporters and candidates.
Article 35.1 of the General Election Law bans the use of public spaces and property in the campaign
In response to complaint, the political subject The AKR states that the “anques made against them does not stand because the mayor's candidate Selim Pacolli in the publicist spot where he used the cleaning company's tool ú Purification at any moment has not used AKR party slogans or the electoral number identifying subject”.
However, this reasoning was not taken into account by the panel in the assessment whether wrongdoing existed.
Furthermore, the panel has considered AKR's reasoning to be avoidance from accepting wrongdoing and this circumstance, according to the decision, “has impacted the extent of the fine pronounced as the device of decision”.
BIRN and Internews Kosova has consistently forwarded the campaign and sent complaints to PZAP against all political subjects participating in local elections and, as a result of reported violations, fines have been imposed on subjects and candidates.
Yesterday, political subjects have been sentenced to the value of 18 thousand euros in complaints by BIRN and Internews Kosovo at PZAP.
